With reference to my letter of the 13th January, I understand from Miss Ruston that the Foreign Office have agreed in principle to Sir Mark Young's recommendation that an officer of the Foreign Service, with experience of China, should be seconded to the Hong Kong Goverment for a period of three years to serve as Political Adviser on all questions relating to Chinese affairs external to the Colony. I also understand that it was at the suggestion of the Foreign Office -that we included in the reply to Mr. Janner Question in the House of Consons last Monday a sentence to the effect that the Governor had asked For the appointment of a Political Adviser with experience in China and that action to give effect to his request is in hand.

The object of this letter is to enquire whether you have any candidates in view for this post and to say that we should, of course, wish to be consulted before any final selection is made.

Perhaps you would include, in your reply to this letter, any views which the Foreign Office may have on the other two recommendations of Sir Mark Young, discussed in paragraphs 3 and 4 respectively of my letter of the 13th January.
